Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Manager, Contract Negotiation & Performance, the Contract Category Lead functions as the central point of contact for the respective contract program area in Fraser Health. The Contract Category Lead is responsible for developing and implementing a contract management strategy that promotes greater efficiencies by combining activities of people, process and technology. The role develops and drafts contract business cases for operational review and/or for distribution to Fraser Health (FH) Executives, Directors and other stakeholders. The Contract Category Lead monitors supplier performance in partnership with program areas by establishing criteria and setting priorities and targets for the overall performance. Tracks and monitors the development and implementation of contract negotiation and performance management initiatives and liaises with internal and external stakeholders to respond to and resolve issues. Facilitates in establishing standards, procedures and instructions to improve the quality of data related to contracts and supplies and to follow up and resolve deficiencies. Tracks projects and contract budget data, projecting requirements, recommending changes, and preparing funding transfers and budget submissions. Provides timely information to leadership and stakeholders by producing and sharing resource materials and reports including updating and maintaining electronic files, websites, and SharePoint sites.

Responsibilities


  1. Functions as the central point of contact for Contract Negotiation and Performance. Receives and responds to related queries, prepares and distributes communications, liaises with internal and external stakeholders for communications around programs, including clarifying information and resolving issues and/or, escalating queries to the Manager, Contract Negotiation and Performance or Director as appropriate. Maintains current lists for key contacts, program service providers, and facilitators.

  2. Prepares sensitive and strategic documents for program area and health care service supplier relations delivery, including briefing papers, strategic and/or contract business cases and operational review for distribution to FH Executives, Directors and other stakeholders.

  3. Provides expertise during different phases of contract life cycle to ensure reporting requirements meet established guidelines and standards; reviews reporting requirements and performs corrective action and or contract amendments as required.

  4. Provides editorial support to the program area leads by reviewing, proofreading and confirming the integrity and validity of sensitive/confidential contracts, reports and documents; improves the structure and flow of contracts, corrects content errors and ensures consistent final reports and documents.

  5. Prepares and advises on contract documentation in accordance with established policies and procedures utilizing various software applications; matches invoices to hours report and reconciles invoices to the contract number in the database; verifies coding and calculations, as required.

  6. Supports Leadership by tracking and monitoring the development and implementation of contract negotiation and performance initiatives. Promotes and facilitates excellence in communication with internal and external contacts and clients, in keeping with customer service philosophy, mission statement and good business practices; responds to and resolves customer service problems; promotes customer involvement in making recommendations.

  7. Assists the Director and Managers by coordinating the implementation of tools and resources to standardize processes, structures and systems for Contract Management across Fraser Health.

  8. Collaborates with Managers, Directors and Leadership by proactively sharing information; provides timely and consistent information to the Leadership team and appropriate specialist, contributes to the development of a culture of excellence within the Contract Management Negotiation and Performance team.

  9. Coordinates and supports the maintenance of Contract Relationship Management (CRM) software, websites, SharePoint sites and shared drives to ensure information is current and easily accessible by appropriate stakeholders.

  10. Establishes contract reporting, quality control/performance measurements and evaluation procedures and requirements; monitors client satisfaction, reporting and management systems to identify and follow-up on deficiencies in all Contract Management areas.

  11. Supports program area staff to communicate with contractors, verbally and in writing, including circulation/distribution of minutes and memos between Fraser Health and the Contractors; coordinates information between Fraser Health site managers and contractors.

  12. Collaborates with all Support Services across Fraser Health, PHSA and other Health Authorities related to integration of regional objectives to ensure strong linkages of service delivery. Imbeds �system thinking� principles into service delivery that recognize the interdependencies of functions and services.

  13. Provides support including coordinating/scheduling meetings, preparing meeting agendas, materials, and minutes, coordinating sessions/workshops/events, drafting/developing/sending correspondence and communications, collecting/summarizing resource materials, maintaining electronic files, and preparing/editing/maintaining documents.

  14. Prepares monthly and quarterly reports for leadership review and consideration.

  15. Participates in the development and implementation of quality improvement processes; supports the program area in ensuring the coordination of services and programs to reduce gaps in service, duplication of service and that the right interface is in place to support excellence in patient service. Recommends and implements changes to improve service.

Qualifications

Education and Experience

A level of education, training or experience equivalent to a Bachelor's degree in a related discipline such as
Health Administration or Business Administration, Contract Management, Operations Management, or Law, and five (5) to seven (7) years' recent related experience in contract management, negotiation and contract execution, preferably in public sector.
