We’re currently recruiting for a Regular Full-Time Business Finance Analyst role with Fraser Health.

 

You will bring your well-honed data science skills to the Finance Department by having the technical skills to solve complex problems, the curiosity to explore problems that need to be solved, and the business acumen to deliver effective and efficient results. This role will be primarily focused on the development and enhancement of statistical reporting systems to accurately capture and report on the mandated and selected workload performance measures of the organization. This role will entail a wide-range of duties from analysis of data and processes, to the design, development and implementation of technological solutions to solve business problems.

 

Your responsibilities include:

  • Analysis of workflows and systems to identify and prioritize complex tasks to achieve results.
  • Designing and implementing effective solutions to business problems that enhance the capacity and capabilities of the statistical reporting function.
  • Effective data management and development of databases, stored procedures and queries used to support the business function.
  • Documenting and providing education regarding all tools, interfaces and related processes, procedures, dashboards and reports.
  • Operating an effective data-quality assurance program.
  • Collaborating with other technical and clinical teams to build relationships, improve communications, and enable data sharing while eliminating inefficiencies in data governance.
  • Strategic planning to support operations and change management services including selection and deployment of new information systems, software and upgrades.

The successful candidate will be equally comfortable in a detailed meeting with subject matter experts regarding functionality and then summarizing the work with senior management in terms of its impact and value. The ideal candidate will be able to analyze a problem, develop and solution and effectively implement that solution to achieve results.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:


Provides support to the Finance department by interpreting, implementing and communicating business strategies and initiatives for an assigned portfolio; analyzes business processes, reengineering concepts and methods and provides documentation of business requirements on projects; provides business support for all phases of assigned systems development, implementation and execution of projects including hands-on application support and education sessions for an assigned area or portfolio

Responsibilities


  1. Provides systems analysis by assisting in the establishment of business systems scope and objectives; conducts feasibility studies, plans or modifies work procedures to solve system problems, and prepares detailed specifications for development work; resolves existing systems logic difficulties, as required.

  2. Provides business analysis by conducting workflow analysis; develops, reviews and analyzes business information requirements and models by defining the business scope and objectives including the planning, designing, or modifying of practical manuals and automated business procedures.

  3. Participates in strategic planning support and change management services by assisting the Manager, or designate, in discussions on projects that include confidential initiatives such as the allocation of budget, restructuring of programs/services and significant impact on staff makeup and composition.

  4. Supports the selection and implementation of appropriate information systems applications; identifies system deficiencies, user and user department operational inefficiencies; develops and recommends ways of improving business efficiency functions.

  5. Participates in the identification of educational opportunities and requirements of Fraser Health''s (FH) management staff utilizing a variety of tools such as questionnaires, interviews, focus groups and individual self-assessments; implements, conducts, evaluates and delivers new/revised financial education services in support of the goals and objectives of the department, as required.

  6. Consults with stakeholders to provide direction and consultation on methods to address business needs through improved use of automated tools; facilitates discussion with stakeholders on future business needs requirement; prepares business cases to document and assists in refining revised work processes, user department goals and objectives; conducts post-implementation project reviews, assesses project results, internal methodologies and provides recommendations on improvements to the Coordinator.

  7. Supports the Position Control process by managing requests through a submission's lifecycle; maintains supporting technologies, builds and delivers reports and provides application support to new and existing processes by supporting the integration between applications such as database management.

  8. Serves on a variety of FH-wide health service delivery area and departmental committees, task groups, internal working teams and corporate projects, as assigned.

Qualifications

Education and Experience

Bachelor's degree in Business, Health Information or Computer Science, supplemented with five (5) years' recent related experience with business and systems analysis in a large complex organization, or an equivalent combination of education, training, and experience.
