The Enterprise Architect creates a holistic view of our complex and evolving business/clinical, information, and technology environment. Collaborating with clinical, technical and program leadership the Enterprise architect will develop and maintain a taxonomy and architecture models of our complex clinical information system and it’s associated ecosystem, business/clinical workflows, data models, and technologies. This foundational work will serve as the baseline for future modernization and expand beyond the Advance program as our EA capabilities grow and mature.

The Enterprise Architect shapes Fraser Health's (FH) Information Management (IM) strategy by providing expertise in business, information, application, and technology architecture to ensure that the organization's information systems and investments are aligned with FH business strategy; guides the design of new solutions in accordance with the organization's enterprise architecture (EA) by working with operational and clinical departments to develop and ensure FH's information management strategy and associate processes, information and technology are consistently expressed in the organization's EA models and documentation; partners with business and clinical areas to develop, review and assess transformation proposals and roadmaps to assist FH leadership in making informed decisions.

1. Translates business and clinical needs into an enterprise architecture that aligns with FH strategy & business plans; oversees the development of business, information, technical and compliance architectures that are aligned with IM/IT strategies and principles, in partnership with clinical and operational stakeholders; identifies and considers alternative architectures and recommends an appropriate architecture to the Executive, Senior Management, Informatics Councils, Initiative Executive Sponsors, project teams and the Initiative Delivery Steering Committee.
2. Provides EA expertise throughout the various phases of the system implementation lifecycle to ensure that the EA solution meets with stated requirements; documents exceptions and ensure exceptions are approved by relevant committees or management; participates in the procurement of IM solution components including the creation of requests for proposal and proposal evaluation.
3. Documents all enterprise architecture design and analysis in accordance with EA standards; conducts risk assessments, risk management planning and audits and identifies financial and organizational impacts related to EA processes, initiatives, applications, technology and security; supports planning and strategic initiatives through capability analysis, gap analysis and optimized roadmaps.
4. Participates in the evaluation and selection of technology solutions in support of business requirements to align with FH's enterprise principles and future strategies; reviews and evaluates strategic and tactical solutions related to EA design and analysis by balancing the conflicting goals of cost, quality and time to production to maximize return on investment for the life of the project while ensuring clinical and business needs are met; leads the documentation of all EA design and analysis in accordance to with EA standards spanning current and future state solutions.
5. Refines, reviews and evolves the architecture processes, governance and standards as the organization matures to meet the current and future state clinical and operational business requirements.
6. Leads the evaluation and refinement of tools and methods used to document the EA; researches technology, industry and market trends and communicates their potential on the enterprise future state; mentors other IM staff in the benefits and use of tools and/or methods; provides education to the Executive, Informatics Council, and initiative Executive Sponsors on relevant topics.
7. Works with assigned staff in their architecture roles; partners with stakeholders to develop transformation proposals and roadmaps and makes recommendations to ensure alignment with business and clinical needs; provides expertise during the architecture lifecycle to ensure that the enterprise architecture enables stated requirements and represents evolving business needs.
8. Develops and refines IM/IT strategies and policies by evaluating strategic plans, projects and architectural outputs for EA compliance, solution compliance and quality through governance processes.
9. In collaboration with the Director, develops annual goals and objectives for the assigned area of responsibility ensuring consistency with department plans and FH objectives and strategies; develops and maintains view and templates for architecture artifacts consisting of conceptual and logical subject area models.
10. Maintains currency of the technology industry and market trends; communicates the industry's potential impact on the organization; ensures that EA solutions are designed to support business needs and benefits, including business/function/process; collaborates with key stakeholders to develop delivery plans that estimate and assesses the project's scope and quality.
11. Liaises with partner organizations and provincial ministries to align EA practices and conform to EA provincial standards or practices required for EA; participates in various internal and external committees regarding EA best practices, as assigned.

Education and Experience

Bachelor's Degree in Computer Science, Business, Health Information Science or related field supplemented with seven (7) to ten (10) years' recent related experience in business analysis, applications/systems engineering, data/information architectures and/or technical architectures and three (3) years' experience as a Solution Architect with experience in the design, development and implementation of IM solutions to meet business objectives in a large complex organization, or an equivalent combination of education, training and experience.

Valid BC Driver's License and access to a personal vehicle for business-related purposes.

• Expert knowledge and understanding of enterprise architecture, application design, systems engineering and integration
• Familiarization with concepts of complex systems and systems of systems of systems engineering (SOSE)
• Ability to collaborate with a variety of stakeholders and on various working groups and to explain IM complexities to others
• Ability to translate business needs into EA requirements and knowledge of the concepts of benefits realization
• Ability to apply a range of solutions to business and clinical system problems
• Knowledge of security standards and principles applicable to the healthcare sector
• Ability to map IM solution features to the business case benefits and to explain the contribution
• Ability to use information and data modeling techniques such as object modeling, data model diagrams and entity relationship diagrams
• Knowledge of techniques for development application architectures such as process and data affinity analysis (CRUD diagrams)
• Ability to plan, organize and prioritize work and meet deadlines
• Ability to operate related equipment including applicable software applications
• Physical ability to perform the duties of the position
